Even a superhuman cannot handle the kind of workload that our district magistrates, DMs, are expected to handle. The over-reliance on the DM to do and deliver everything in his district has made the DM not just the pivot of our bureaucracy's steel frame, but also its biggest problem. Everybody knows the DM has to be unburdened for governance to be more effective, but nobody is willing to disturb status quo. Bihar chief minister Nitish Kumar has. In Bihar now, the DM is a "supervisor" not superhuman.
