Unauthorised construction in Delhi: MCD plays safe

Rejects a proposal from the LG office on fixing responsibility on MCD officials

The municipal corporation of Delhi (MCD) is in no mood of sharing accountability for unauthorized construction in the capital. Recently, it turned down a proposal of the Lieutenant Governor (LG) in this regard.

In June last, the LG office wrote to the MCD about revising building sanction plans in the city. LG office had suggested that whenever a building plan came up for sanction, the application should have the photos of the owner, architect, structural engineer and MCD officers sanctioning the plan and supervising the construction.

Also, it should be the responsibility of the officers at the zonal level and town hall to supervise the building during construction.

The MCD discussed the proposal and found that while other suggestions were fine, there was no need to paste the pictures of its officers involved in the sanctioning and supervision of construction.

In a note dated February 11, 2011, the MCD gave its response to the LG office.

“Since the record of MCD officials deputed for sanctioning of building plan are always available with the MCD, as such, there is no need to paste the photos of MCD officials on the applications of building plans,” said the minutes of MCD’s meetings.

A source in the LG office said that if we have the details of MCD officials on the sanction plan it will be easy to fix accountability.

The LG office is yet to take a decision on the matter.
