If everything in life has a purpose, what is Backward Classes Bureau doing?

Foreign Policy journal's website says it is “the most inappropriate government agency” in the world

GN Bureau | May 10, 2010

In a new survey done on the different government agencies around the world, the Backward Classes Bureau of India has emerged as “the most inappropriate government agencies” in a listing prepared by the US-based Foreign Policy journal website.

Its study says that the name of the bureau “is a rather blunt designation for lower-caste Hindus and other disadvantaged religious and ethnic communities” and recommends an updating of its image. It also suggests that name change of the bureau would help in its image building exercise.
However, the survey has not questioned the work of the bureau which comes under the Ministry of Social Justice and Empowerment, Government of India. The bureau represents the interests of disadvantaged group and looks after the welfare of backward classes, by implementing the schemes for this disadvantaged group.

It also indicates that the National Backward Classes Commission (NCBC), formed in 1993, now maintains extensive lists of other backward classes (OBCs).

The other “inappropriate government agencies”figuring in the global list are the KGB of Belarus, Central Propaganda Department of China, Committee for the Propagation of Virtue and the Prevention of Vice, Saudi Arabia and Ministry of Lands, Land Reform, and Rural Resettlement, Zimbabwe.

The Foreign Policy website also recommended these four agencies to consider image makeover.
