Delhi industrial bill unlawful, says chairman of an MCD panel

'Government can’t recover cost of services as service tax'

The Delhi Industrial Development, Operation and Maintenance Bill, 2010, passed last week by Delhi assembly, was unlawful and illegal, Ved Prakash Gupta, chairman of MCD’s Master Plan-2021 implementation committee, said on Monday.
The Bill will make Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) the nodal agency responsible for development and maintenance of infrastructure of all industrial estates including those currently being maintained by the MCD.
Ved Prakash Gupta, chairman, Master Plan-2021 implementation committee, also said it would be unlawful to charge the cost of the services as service-tax, as is provided in the bill.
“The government will develop clusters of industries in areas which are maintained by MCD for residential use. Master Plan-2021 allows MCD to develop these areas by means of Societies,” said Gupta.
MCD was committed to the people as per Delhi Municipal Corporation Act and there were no charges for the services being provided by it, he added.
The bill, also known as Delhi industrial bill, was passed in the Delhi Assembly on March 30, amid a walkout by the opposition which demanded that the Bill be referred to a select committee.
The BJP termed the bill as the “blackest ever” and one that would lead to massive unemployment.
Meanwhile, Industries minister Haroon Yusuf said that the bill would bring all the industrial units in Delhi under one umbrella body, resulting in their smoother operation and development.
