Mahayuti 2.0 presents Rs 7 lakh crore budget for Maharashtra

Focus on completing current projects; third Mumbai airport proposed at Palghar

Maharashtra deputy chief minister and finance minister Ajit Pawar on Monday presented the first full Budget of Rs 7 lakh crore of the Mahayuti government 2.0 for 2025-26 .

Pawar presenting his 11th Budget in his speech said that the New Industrial Policy in the state is expected to attract Rs 20 lakh crore in investments and create 50 lakh jobs. New labour rules will be framed in alignment with the central government’s new labour code.

The budget recounted the ongoing infrastructure as well as other projects in the state and refrained from making any new announcements.

The budget has a projected increase in revenue receipts from Rs 5,36,463 crore (revised estimate for 2024-25) to Rs 5,60,963 crore. The state’s fiscal deficit is expected to be Rs 1,36,234 Cr  remaining below the limit of 3 % of gross state domestic product (GSDP), in line with the Fiscal Responsibility and Fiscal Management Act.

Key announcements made by Ajit Pawar in Maharashtra Budget 2025-26 are :

Development of dedicated logistics infrastructure on more  than 10,000 acres of land.

Development of Mumbai Metropolitan Region (MMR) as an international economic growth hub  with business centres at seven locations including Bandra-Kurla Complex, Wadala, and Navi Mumbai. The aim is to boost the economy of the MMR from $140 billion to $300 billion by 2030, and $1.5 trillion by 2047.

Proposal to allocate Rs 6,400 crore to encourage industrial development.

Development of Gadchiroli as a steel hub with transportation projects worth Rs 500 crore in the first phase.

Infrastructure development

Vadhavan Port & new airport: After NMIA, third Mumbai Airport to come up near Vadhavan Port in Palghar. The third airport will be also near the Mumbai –Ahmedabad bullet train station. Vadhavan Port will be developed with 26 per cent state government ownership.

Work on the floating jetty at Kashid in Raigad will begin soon.

A policy will be announced to offer financial incentives for modern and safe boats for travel between Gateway of India, Mumbai and Mandwa/Elephanta.

Rs 8,400 crore will be invested in coastal districts, including the Maharashtra Sustainable Eco-friendly Coastal Conservation and Management Project.

Road development: Key projects include the Swatantryaveer Savarkar Versova-Bandra Sea Link,  Pune to Shirur Road, and the Chief Minister’s Village Road Scheme. The total cost for road projects in the state will reach Rs 36,964 crore.

Metro projects: 143.57 km of metro lines will be operational  benefiting Mumbai, Nagpur, and Pune.  Key projects include the second phase of Nagpur Metro and the metro link between Chhatrapati Shivaji Maharaj International Airport and Navi Mumbai.

Navi Mumbai International Airport to start  omestic flights by April 2025. Upgrades to Shirdi and Nagpur airports with night  landing facility to be introduced at Shirdi airport soon.

Agriculture and allied sectors

Nanaji Deshmukh Krishi Sanjivani Project: Phase 2 will be implemented in 7,201 villages across 21 districts with a budget of Rs 351.42 crore.

Artificial intelligence technology will be implemented in agriculture to benefit 1 lakh acres of land and 50,000 farmers, with Rs 500 crore allocated for this initiative.

Major river-linking projects like the Wainganga-Nalganga river project and the Tapi mega recharge project will benefit large areas of agricultural land.

Rs 4,300  crore bamboo plantation project to be launched to boost bamboo-based industries.

45 lakh agricultural pumps will receive free electricity under the Mukhyamantri Baliraja Mofat Veej Yojna.

Social sector

A new housing policy will be announced to achieve the goal within five years. The state will allocate Rs 8,100 crore for Pradhan Mantri Awas Yojana (Urban) and increase subsidies for construction.

Blockchain technology will be implemented in the food security scheme to ensure transparent and efficient grain distribution.

Rs 3,939 crore will be allocated for the Jal Jeevan Mission in 2025-26.

New hospitals will be constructed, including a 200-bed referral hospital in Thane and a 100-bed hospital in Ratnagiri. Rs 1,484 crore will be allocated for Swachh Bharat Abhiyan (Phase-2).

The Chief Minister’s Majhi Ladki Bahin Yojana will benefit 2.53 crore women, with Rs 36,000 crore allocated for 2025-26.

The Maharashtra Cyber Crime Security Corporation will be set up to address cybersecurity issues.

Tourism and monuments development

Investment of Rs 1 lakh crore will be made in the tourism sector over the next 10 years.

A grand memorial for Chhatrapati Shivaji Maharaj will be built in Agra. Other memorial projects include the construction of memorials for Chhatrapati Sambhaji Maharaj, Atal Bihari Vajpayee, and Dr Babasaheb Ambedkar.

“Durgram to Sugam” programme  to  connect 45 locations via ropeways for tourism development.

The government plans to reduce electricity purchase costs by Rs 1.13 lakh crore over the next five years through energy sector planning and procurement of low-cost green energy.

Maharashtra Technical Textile Mission to promote technical textiles will be established.

Other key announcements include -

Increase in Motor tax by 1%, which is currently levied at 7 per cent to 9 per cent on individual-owned non-transport four-wheeler CNG and LPG vehicles depending on the vehicle type and price.

Amnesty Scheme - ‘Maharashtra Settlement of Arrears of Tax, Interest, Penalty or late Fee (Payable by the Public Sector Undertaking Companies) Act, 2025’, in force from the date of commencement of the Act till December 31, 2025.

Rs 36,000 crore will be allocated for the Ladki Bahin scheme in 2025-26. Chief Minister, Devendra Fadanavis said that increased payout under the scheme will not be anytime soon.

As per pre budget Economic Survey tabled in the state assembly on Friday, Maharashtra’s economy is projected to grow at 7.3% in the financial year 2024-25, surpassing the national growth estimate of 6.5%.The per capita income for 2024-25 is estimated at Rs 3,09,340, a significant rise from Rs 2,78,681 in the previous financial year. At present, Maharashtra’s per capita income trails behind Tamil Nadu (Rs 3,15,220), Karnataka (Rs 3,32,926), and Gujarat (Rs 2,97,722).
