In his first remarks on the Delhi blast of Monday evening, prime minister Narendra Modi has said that those behind it will be brought to justice.

“Our agencies will investigate the conspiracy. The conspirators will not be spared,” he said on Tuesday while delivering his speech in an event to mark the 70th birth anniversary of His Majesty the Fourth King of Bhutan.

He said he had come to Bhutan with a heavy heart, as the incident in the capital the previous evening had disturbed everybody.

“I can understand the pain of the affected families. The whole nation stands with them today,” he said in his remarks made in Hindi.

“Throughout last night, I was in touch with all the agencies, all the officials investigating the incident,” he said.

A car exploded outside the Red Fort during busy traffic hours, and several nearby vehicles also caught fire, leaving at least 13 people dead. The nature of the blast is under investigation.
