The SC says no one should die of cold. Do you think the government cares?

The supreme court on Monday directed the government to ensure that there are no deaths due to cold wave in the country.
“Our heart bleeds when we see homeless persons sleeping without roof in this winter. You can’t permit your own children to die in winter,” a bench of justices Dalveer Bhandari and Dipak Mishra told additional solicitor general Mohan Parasaran appearing for the Delhi government.
More than 100 people, mostly homeless, have died due to the freezing cold conditions across the northern India this year alone.
While the SC has expressed its anguish on the rising death toll, the government has been ineffective and indifferent to it. Do you think the government actually cares?
