For the record, both the defence establishment and the government have denied the report of troop movements that ‘spooked the Raisina Hill’. However, not all the questions raised by the Indian Express news report have been answered. Both sides (and a majority of people too) have rubbished any suggestion of the C word – coup, yet nobody denies there was a scare on the Raisina Hill about some army movement. Does that scare point to a trust deficit between the civilian administration and the top brass of the army?
