Dr. Madhav Chavan is one of the founders of Pratham, an organisation that has been working for universalisation of elementary education in India since 1994. In this GN Talk, he talks about the implementation of the Right to Free and Compulsory Education Act. He says that the upper age 14, fixed under the act is not appropriate as it was meant for the 1950s. He adds that the government fixed this age for its own convinience. Chavan also says that in seriously universalising education, the government can provide school building, appoint teachers but the spirit of education cannot come unless we have good and qualified teachers and that can't come overnight. He concludes by saying that providing quality education in any sort of systematic way is near impossible at this stage.
