Delhi: 20 more services under Right of Citizen Act

With latest additions, the total number of services under Citizen's charter become 116

Delhi government on Tuesday brought 20 more public services under the purview of a new law that makes officials liable to pay penalty to citizens for delay in delivering desired services within the prescribed time limit.

With addition of the services to be provided by a number of departments including Revenue, Labour and Transport, the total number of services brought under Delhi Right of Citizen to Time Bound Delivery of Services Act have gone up to 116.

Currently, 96 services offered by over 20 departments are in the ambit of the Act which went into force on September 15 last year.

A time limit of 45 days has been fixed for Revenue department for mutation of land record and a period of seven days for registration of marriage under Hindu Marriage Act have been prescribed.

As per provisions of the legislation, officials are liable to pay financial penalty of Rs 10 per day up to a maximum of Rs 200 to applicants if they fail to deliver services like issuance of ration card, driving license and electricity connection within the stipulated time-frame.

Chief Minister Sheila Dikshit said large number of citizens have been availing various services as per provision of the Act.

Under the provision of the Act, citizens can file an application online to get the services which are being provided under eSLA (electronic Service Level Agreement).

The government has included six services being provided by the Directorate of Employment, five by Department of Revenue and three services each by Department of Labour, Transport and Irrigation and Flood Control.

A timeframe of 60 days has has been fixed for extending "death benefits, funeral benefits and registration of construction workers," officials said.

A period of 15 days has been prescribed for issuance of duplicate/renewal of route permit and renewal of national permit.by Transport department.
