K'taka plans to create resident data hub

State Government has made available e-Procurement platform, enabling its procurements be made through the electronic mode

Karnataka government plans to create a State resident data hub and also make filing of RTI and public grievances by people just a phone call away, a senior official said today.

"(The proposed) Karnataka Resident Data Hub will link all databases of Government," Principal Secretary, e-Governance Department, Information Technology, Biotechnology and Science and Technology Department M N Vidyashankar told PTI here.

The government has also proposed anywhere registration of properties in Stamps and Registration Department."The project which has already been started in Bangalore city will be extended throughout the state soon."

A state service delivery gateway is also on the anvil, Vidyashankar said. It means there would be a single window for 'G2C' (Government to Citizen) and 'G2B' (Government to Business community) services, with availability of all forms and proform online.He said filing RTI and public grievances would soon be just a phone call away.

"Now the citizens are to approach the Government officers either through post or in person for information under RTI.

A system is being developed where a citizen can file his request through a phone call or to integrated portal of RTI and Public Grievances," Vidyashankar said.

According to him, the State Government has made available e-Procurement platform to enable all its procurements to be made through the electronic mode, transparently under this e-procurement project.

"Being a web based solution; anybody can participate without any hindrance/entry barriers" he said.

"Even though it started in six establishments on a pilot basis, this scheme, during the last three and half years, has been extended to 161 departments by the end of October 31 2011," Vidyashankar said.

Procurement to the tune of Rs 85,077 crore has made through this platform.

As the platform has encouraged a highly competitive spirit among the bidders, number of participants increased, resulting in savings of more than 10 per cent to the State exchequer to the tune of Rs 8500 crore.

The project bagged Futuregov Award 2010 for Best Practices in Asia's Public Sector during this year, and many laurels in the preceding years, Vidyashankar added.

As much as 90 per cent of the State Government Departments have started using this platform.

The key Departments include Public Works Department, Bangalore Development Authority, Irrigation Department, Rural Development and Panchayath Raj, Bruhath Bangalore Mahanagara Palike (city corporation).

Even Government of India Public Sector undertakings like Hindustan Aeronautics Limited and Food Corporation of India are also using this platform, it was noted.
