Taking note of telephone networks getting clogged within minutes of an emergency situation, like the Mumbai blasts, Trai has invited views from the industry and the experts to ensure smooth phone communication with people involved in rescue operations.

"During the bomb blast in Mumbai on July 13, 2011, the problem of congestion in the cellular mobile network of Mumbai was reported," Telecom Regulatory Authority of India (Trai) said in a statement.

The regulator will soon come out with a consultation paper 'Priority Call Routing in Telecom Networks for Persons Engaged in Response and Recovery Work During Emergencies', the statement said.

In the pre-consultation paper floated today, Trai attempts to understand certain basic minimum arrangements that can be worked out and put in place to ensure that the network congestion bottlenecks are solved at least for such personnels responsible for 'response and recovery'.

Trai said that in an emergency situation, failure in telecommunication mainly occurs due to damage on telecom infrastructure and overload on the network.

The last date for sending views and comments is November 30, 2011.
