Appreciating Prime Minister Manmohan Singh's clarifications on the anti-terror body NCTC, Assam chief minister Tarun Gogoi on Wednesday said that the centre's intention was not to curtail the powers of the states which play a major role in curtailing insurgency.

"I am happy that the prime minister has cleared the controversy created by some chief ministers, my colleagues, on the NCTC (National Centre for Counter Terrorism). I don't think the centre's intention is to curtail the powers of the states", he told reporters here.

"The state has to play a major role in curtailing insurgency with the support of the centre, central forces and modernisation of state police forces. There has to be cooperation and coordination between the central and state forces. We need centre's help," he pointed out.

"It is because of the full cooperation between the Central and state forces that we were successful in curtailing insurgency in Assam," Gogoi added.

Writing to the Tripura, Gujarat, Odisha, Tamil Nadu, West Bengal, Bihar and Madhya Pradesh chief ministers, who had expressed apprehensions that the NCTC would erode the state's powers, Prime Minister Singh clarified that the government's intent was not to affect the basic constitutional provisions and allocation of powers between the states and the Union.
