The Ministry of Finance has announced an extension of the deadline for eligible individuals to opt into the Unified Pension Scheme (UPS). The revised deadline is now November 30, 2025.

The Unified Pension Scheme, implemented on April 1, 2025, allows eligible existing employees, past retirees, and legally wedded spouses of deceased retirees to choose to shift to the new pension framework. Initially, the deadline for exercising this option was set for June 30, 2025, and later extended to September 30, 2025, following stakeholder representations.

With several positive enhancements introduced recently under the scheme such as the switch option, resignation benefits, provisions for compulsory retirement, and tax exemptions further requests were received for additional time to evaluate and opt for the UPS.

Responding to these concerns, the Ministry has now granted a final  extension, allowing eligible stakeholders time until November 30, 2025, to make their choice.

The Pension Fund Regulatory and Development Authority (PFRDA) has been instructed to make the necessary regulatory changes and update the central record keeping agency (CRA) systems accordingly to reflect this extension. A circular is expected from the Authority to formalize the implementation of this decision.

The extension has been approved by the Finance Minister.

The Unified Pension Scheme, which was notified on January 24, 2025, represents a significant shift in pension policy. The recent decision comes in light of new clarifications and developments aimed at improving the scheme’s appeal, including provisions related to resignation, tax exemptions, and the switch mechanism.

Despite the extended deadlines and additional benefits, uptake remains low. In a written reply to the Lok Sabha on July 28, 2025, the Ministry of Finance revealed that only 1.37% of eligible central government employees had opted for the new scheme. As of July 20, 2025, a total of 31,555 employees had chosen to shift to the UPS.

With the final deadline now set for November 30, 2025, the government aims to provide all eligible individuals ample opportunity to assess the benefits of the new scheme and make an informed choice.
