Emigration Management Bill coming soon

Will replace Emigration Act, 1983; will have provisions for enhanced protection to overseas Indian workers

Seeking to transform emigration into a simple, transparent and efficient process, the government would "shortly" introduce a new bill which also has provisions for enhanced protection to overseas Indian workers.

Overseas Indian affairs minister Vayalar Ravi, replying to a question in Lok Sabha, said the Emigration Management Bill, 2010 has been proposed to replace the existing Emigration Act, 1983.

"The proposed bill is aimed at transforming emigration into a simple, transparent, efficient and humane economic process," Ravi said.

The minister said the proposed legislation has tough measures to prevent human trafficking as well as illegal migration.

"The Bill is expected to be introduced in Parliament shortly," he said.

Officials said the draft provides for more power to the state police to deal with unscrupulous agents who dupe those wanting migrating to other countries.

Replying to a separate question, he said a total of 1,226 Indians are currently languishing in various jails in Saudi Arbia followed by 950 in United Arab Emirates.

He said 272 Indians are currently undergoing jail terms in Malaysia, 246 in Kuwait and 90 persons are languishing in jails in Bahamas followed by 55 in Oman.

Ravi said officials from the Indian Missions in these countries regularly visit the jails where Indian nationals are undergoing jail terms and provide legal help wherever necessary.

"The government has established 'Indian Community Welfare Fund' in Indian Missions in 17 Emigration Clearance Required countries and Maldives on October 12, 2009 to meet contingency expenditure for providing assistance to distressed Indians," he added.
