The security forces - on the job for just eight hours - cannot win the war against Maoists who are active for 24 hours, said National Advisory Council member Ram Dayal Munda.

He was speaking at the release of the 'Rejoinder to Government’s Report to the People' prepared by an NGO, Wada Na Todo Abhiyan (WNTA) on Thursday.

‘We need to evolve our strategy to win war against Maoists as they work for 24 hours and security forces work for just eight hours,” Munda said while claiming that inclusive growth is not happening at the tribal areas so there is lot of resentment against the government.

He also said that he has conveyed his feelings to Prime Minister Manmohan Singh in the first NAC II meeting. “Increase the intensity and planning of the governance in those areas where there is no sign of development and also make them accountable,” Munda said.

“The tribals have land and other things. Help them get food, roads and basic necessities. They will take care of the rest,” the NAC member said.

The government is obsessed with privatisation and internationalisation while promoting corporate capitalism, said Communist Party of India general secretary D Raja, who was present at the release. Raja also added that unless you gain confidence of tribals, you can’t win war against Maoists.

“The one year of UPA II is a year of failure and this government talks about aam aadmi while slashing subsidy on food and fertilisers,” Raja said.

The rejoinder to the government’s report card also mentions that UPA II in the first year has failed to live up to people’s expectations. Signaling out price rise on all commodities, which hit the common people the most, it notes "‘unfortunately, the government did not do anything to curb prices and the situation kept on worsening."

The government has made serious lapses in its first year, says WNTA who prepared the civil society response on the one year of UPA II. It has pointed out that issues regarding the Land and Forests Act have not been addressed; no allocation has been made for the Domestic Violence Act and the government is yet to address police and judicial reforms.

“The unspent balances in MGNREGS increased from Rs 4,203 crores in 2008 to Rs 10,345 crores in 2009. In case of minorities, the amount unspent of the allocations made in the ministry of minority affairs increased from Rs 31 crores in 2008-09 to Rs 141 crores in 2009-10,” the WNTA rejoinder said.

The government accountability needs to be robust, said Amitabh Behar, convenor of WNTA. “It seems that the report card of the UPA II was prepared by a few ministers and experts while not touching on the ground issues,” he added.
