PC to keep mum during budget debate in RS

ADMK, DMK to obstruct PC from replying during the budget discussion

GN Bureau | March 21, 2013

The ADMK, DMK and other Tamil Nadu political parties rejected the request of P Chidambaram for a structured debate and passage of 2013 Union Budget in Rajya Sabha.

Trichy Siva of DMK and Dr V Maitreyan of AIADMK were categorical that they will not allow the finance minister to reply. This was the second instance of DMK expressing annoyance.

"How can the FM come for debate when Geneva would be discussing the US resolution on Sri Lankan Tamils,” yelled Siva and Maitreyan.

The DMK and ADMK came on the same page for the first time to oppose the government.

Chidambaram suggested three points to have a passage of the Budget.  This is a technical requirement. Even if Rajya Sabha does not approve the budget, president Pranab Mukherjee can sign after fifteen days the file for release of salaries to lakhs of government employees.

But the 16th day is March 29 and the Union ministry of finance cannot rush the file to president the next day. Hence, Chidambaram asked permission from chairman Hamid Ansari to allot half-day for discussion. Or you can pass this budget in din or the third option is to no debate- but chairman can ask the Members to place their speeches on the table and consider that the house discussed it.

DMK and ADMK vehemently opposed the FM for all these suggestion.

Ravi Shankar Prasad and Sitaram Yechury also supported Tamil parties and found a middle path.

On Thursday, the Union Budget will be discussed for half-an-hour but DMK and ADMK MPs will be in the well of the House with posters on Genocide in Sri Lanakan Tamils.

Chidambaram wanted the Jharkhand budget to be passed similarly. The CPM agreed but the BJP opposed.
