RS question hour shifted to 2 pm

Frequent disruptions in the first half prompt move

PTI | March 4, 2011

Apparently fed up with the growing tendency among members to disrupt proceedings the moment house assembles for the day, Rajya Sabha chairman Hamid Ansari on Friday decided to shift the question hour to 2 pm from 11 am.

Question hour in Rajya Sabha will be taken up from 1400 hours to 1500 hours from Monday to Thursday beginning March 7 and from 1430 hours to 1530 hours on Friday, Ansari informed the House.

Zero hour will be the first listed agenda for the Rajya Sabha when it will meet at 1100 hours from Monday and members can raise issues with the permission of the Chair, he said.

"It has been observed that members tend to raise issues concerning them at the expense of question hour," he said.

The move follows members using question hour to highlight issues like 2G spectrum scam and Telangana statehood, often leading to adjournments and in the process depriving members of their right to ask questions and seek answers.
