Can Ganga be rejuvenated by 2018?

In a reply to the supreme court, the centre said that it will clean up the Ganga by 2018. The SC had asked the government whether it was serious about completing the clean-up exercise during its current tenure. Is it possible to clean up Ganga by 2018?
