Women are unsafe because 'rapists know nothing will happen to them'

Delhi chief minister Arvind Kejriwal on Monday said that one reason why attacks on women, rapes in particular, were on the rise in Delhi was because criminals had no fear of the law. "Rapists know nothing will happen to them," he said. Do you agree with him?
