Nine SP MPs set to face censure over row on promotion quota

Government set to move resolution in Rajya Sabha on Wednesday to get nine Samajwadi Party MPs 'suspended' for their misbehaviour

The United Progressive Alliance (UPA II) government has made up its mind to move a resolution on Wednesday in the Rajya Sabha to get nine Samajwadi Party (SP) Rajya Sabha MPs 'suspended' for their misbehaviour and disruptions during debate on SC/ST promotions in jobs.

Hectic behind the scene political developments are taking place in parliament as the proceedings of the both houses were disrupted for more than four times.

Union minister of parliamentary affairs Kamal Nath got the resolution drafted to suspend the nine MPs and is believed to have shown this to the SP MPs.  Now it is the turn of Kamal Nath to take this up with leader of Rajya Sabha Manmohan Singh and leader of opposition Arun Jaitely.

On Wednesday morning, Kamal Nath will discuss the issue with chairman of Rajya Sabha.

If this resolution is passed and the UPA II gets an opportunity to get the SC/ST promotions constitution amendment Bill passed in Rajya Sabha by suspending nine MPs, what would be the UPA II strategy for Lok Sabha? Will the UPA II again seek 22 SP MPs in Lok Sabha suspended? 

The names of the 9 MPs of Samajwadi Party are Naresh Agarwal, Jaya Bachchan, Saleem Munabbar Chaudhary, Mohan Singh, Alok Tiwari, Darshan Singh Yadav, Ramgopal Yadav Arvind Kumar Singh and Kiranmay Nanda.

Will this suspension not give political leverage to SP in Uttar Pradesh?  Will SP not utilise this as a political weapon in the state to show Mayawati BSP in a poor light?

These are crucial issues which UPA II is discussing with top leaders of all parties in parliament. Visibly annoyed and disturbed vice-president Hamid Ansari on Tuesday ruled that "a situation has arisen in which the chair has to watch helplessly the disruption of the Question Hour very frequently."

Later in the day, Hamid Ansari convened a meeting of the rules committee on Wednesday at 3 pm to discuss the frequent disruptions and whether Question Hour should be shifted to evening hours and should the Rajya Sabha dispense the question hour altogether.

These developments show that the chairman of Rajya Sabha is concerned about the parliamentary procedures are given a go-by and might even consider conveying his mind to permit the deputy chairman to run the house or even wanting to leave the responsibility.

The customary shouting and indiscipline in the Rajya Sabha provoked a fierce admonition from its chairman today.

The disruptions this morning were caused by opposition parliamentarians for two different reasons. Some want an urgent discussion on whether WalMart lobbied in India for a reform that allows the entry of foreign supermarkets; others - mainly from the Samajwadi Party - protested against a possible discussion on a proposal that reserves promotions in government jobs for tribals and dalits.

Yesterday, Ram Gopal Yadav of the Samajwadi Party vowed that his nine MPs would disturb the Rajya Sabha enough to ensure that the quota Bill is not taken up for debate. He said even if this provoked suspension, his party would not sit quite.

A large part of this winter session has been squandered over the government's decision to allow WalMart and others to sell directly to Indian customers. At the opposition's insistence, the government took a vote on its flagship reform to end several days of paralysis in both houses of parliament. The government won the vote, but yesterday, a disclosure in the US that WalMart spent Rs 124 crore in the last four years lobbying for different agenda including the retail reform in India has precipitated new protests by the opposition, including the BJP and the Left.
