Biometric data of kids in Haryana shelter homes to be gathered

Provision of landline phone connection and e -mail ID has been made mandatory for all the CCIs/homes

Haryana has decided to carry out mapping of all children lodged in childcare institutions, orphanages and shelter homes in the state and also maintain their biometric data, besides compulsory registration of such homes and police verification of their staff.

These are some of the measures being undertaken by Haryana government to prevent another Rohtak shelter horror in centres across the state.

The state government has adopted a multi-pronged strategy to check incidents of child abuse and further strengthen monitoring mechanism for the child care institutions (CCI), orphanages and other charitable homes in the state.

Haryana's principal secretary, women and child development department Dheera Khandelwal said the government was concerned about the children in such homes and the guidelines of the National Commission for Protection of Child Rights (NCPCR) are being implemented in letter and spirit.

She said the department considered the CCIs and NGOs working in the state as its dedicated and committed partners to serve the needy children and society, and added that the department has undertaken extensive and multi-pronged exercise to avert any incidence of child abuse.

Khandelwal said the department is seeking detailed information about all the NGOs working in the state and the officers of the department are facilitating the NGOs/CCIs in submitting those details.

All CCIs have been directed to ensure their registration in the prescribed format before June 30.

Khandelwal said biometric database of all inmates in orphanages, shelter homes and CCIs would be got done in the state by the department of science and technology.

She said the provision of landline phone connection and e -mail ID has been made mandatory for all the CCIs/homes. Child mapping of all the institutions was being undertaken, which is expected to be completed soon, she said, adding that all NGOs have been asked to furnish details of their NGO, trustees, CCIs and detailed information about their staff and children.

The CCIs have also been asked to immediately inform the department in case any new child arrives in their institution or any child leaves them.

The NCPCR has been informed about all the steps taken by the women and child development department regarding registration and inspections of all the CCI and homes in the state, the principal secretary said.
