C P Joshi releases national register and transport portal

States transport departments have been asked to use the same for generation of Smart card based DLs and RCs

C P Joshi, the union minister for road transport and highways on Wednesday released the “national register” and “national transport portal” at a function organized by the ministry of road transport and highways (MoRTH) in the Capital.

He also unveiled the SCOSTA Compliant unified design of Smart card based driving licenses (DLs) and registration certificates (RCs) designed by the National Institute of Design, Ahmedabad. All the state transport departments were asked to use the same for generation of Smart card based DLs and RCs.

Ministers of state for road transport and highways Tusharbhai Chaudhary and Jitin Prasada, A K Upadhyaya, secretary, MoRT H and V K Gairola, Director General of National Informatrics Centre (NIC)  were among the dignitaries present during the launch ceremony.

Congratulating the officers of MORTH and NIC for developing National Register- a centralized database for driving licence and registration certificate, Joshi hoped that it will provide transparent citizen centric services. He opined that “Sarathi”- a one stop solution to licensing and “Vahan”- an ICT based solution for vehicle registration will be of great help to the citizens.

Joshi expressed his concern that most of the country population is still deprived of information technology facilities. He called upon the people to try for abolition of brokership in transport authorities. The minister stressed on the linkage between DTOs and RTOs through NIC for better functioning.

 Delivering his address, Tusharbhai Chaudhary said that the portal would curb the malpractices on transport authority offices. He expressed his satisfaction that one can avail these facilities any time and anywhere in the country.

Jitin Prasada in his address said that the portal is the result of 10 years hard labour of concerned officers of MORTH and NIC. He hoped that the portal will definitely reduce the rush at transport authorities. A K Upadhyaya, secretary, MORTH hoped that the various services related to Motor vehicles would be simplified with such a useful portal.

National Register has been created from State Register under Transport Project to act as a central repository for all crucial information related to RC and DL. Ministry of Road Transport & Highways has been facilitating computerization of about 975 Road Transport Offices (RTOs) across the country.

RC & DL issued by RTOs are valid across the country. It was necessary to define same standards for these documents on a pan-India level to ensure interoperability and correctness and timely availability of information. SCOSTA Committee set up for the purpose had recommended a uniform standardized software across the country.

National register has been established at NIC Data Centre, Hyderabad. It’s architecture has been designed for high availability, reliability and scalability. It will also act as a database  backup for  State Register and is connected through high availability NIC Network(NICNET) bandwidth. This supports the real time data replication from State Register to National Register.
 
National transport portal has been designed and developed by NIC. It aims to deliver G2G, G2C, G2B services related to Vehicle Registration and Driving License from National Register. It also aims to provide “Anywhere Anytime Basis Services” to various stakeholders as well as citizen at large.
