Goa to have its info-tech policy by next month

Policy is warranted considering the dwarfed growth of this sector in the state, which is forcing IT graduates to leave the shores: GCCI

Goa's policy for Information Technology (IT) industrial units, which has been hanging fire since long, would be in place by next month, a senior official of the Goa Chamber of Commerce and Industry (GCCI) said in the state capital.

The GCCI announced on Monday that Chief Minister Digambar Kamat has assured them to approve the draft IT policy in the state cabinet by December 10. GCCI Chairman Manguirish Pai Raikar, who met Kamat recently said the policy is warranted considering the dwarfed growth of this sector in the state, which is forcing IT graduates to leave the shores.

"In absence of good IT industries, students are forced to go to places like Bangalore, Noida and Pune, which can be arrested if we have good industries here," he said, adding that the reverse migration can be achieved with start up of good software units and BPOs or KPOs.

Goa's IT policy is a comprehensive document dealing with state specific issues. GCCI, state’s apex industrial body, has helped the government is finalising this document. Raikar said the policy makes the role of state government as a facilitator.

"The government will participate through equities in the IT firms and also will provide necessary finance to set up and run the units," he said. The policy will classify the IT units so that they can be operated from any premises and government agencies would not be refusing them the benefits under the law, he said.

Many of the IT units, although can be run from the homes, have to shift to commercial premises as they are not able to get the necessary infrastructure. Goa's first ever IT habitat, named after former Prime Minister Rajiv Gandhi, located near here, had ran into controversy after real estate companies allegedly grabbed the land in the guise of IT units.

Raikar said the policy does not speak of any IT habitat or park. "It gives broader guidelines on what would be the role of state government in promoting these industries, which can fetch good employment for IT professionals," he added.
