Government to upscale CSCSs to 250000

Roll out affected in ten states after pull out by 3i and Comat

Government will upscale CSCs to 250000 from the current number of 100000 according to Abhishek Singh, Director (e-Governance) with Department of Information Technology.

The CSC roll out in states will reach 80,000 by month end and the Government targets to complete the roll out of 100,000 CSCs by June this year.  The Government then plans to have a CSC in each village and upscale the target to 250000. The official told GovernanceNow.

The CSC scheme of Government was to be implemented by March 2008. But the scheme has been delayed due to various reasons. The pull out by 3i Infotech and Comat Technologies in various states has further delayed the scheme and has affected CSC implementation in over 21000 CSCs.

However the official added that the state governments have started course correction in the affected states. Tripura has already identified different Service Centre Agency (SCA), Tamil Nadu is in process of awarding the project to L2 and other states have started the re-bidding process.  The CSC roll out has been affected in Haryana, Tripura, Sikkim, Gujarat, Uttar Pradesh, Uttrakhand, Madhya Pradesh, Tamil Nadu, Andhra Pradesh and Maharastra due to pull out.  

For smoother implementation the Government has also established a special purpose vehicle (SPV), CSC e-Governance Services India Limited. The SPV will have 44.5% stake of the State Governments, 44.5% of Service Centre Agencies (SCAs) and 11% of the financial institutions.  The central Government will have just one golden share in the SPV.
