North MCD to create database of properties

Move to increase revenue collection

The North Delhi municipal corporation will soon begin assigning numbers to the properties under its jurisdiction in an effort to create their database and increase collection of revenue.

"This year the North corporation managed to earn just Rs 110 crore in property taxes compared to Rs 300 crore last year. In order to improve the financial condition it is imperative that all properties pay taxes," Mahender Nagpal, leader of the house said at a special meeting.

At present the corporation does not have a database of the number of properties that are liable to pay taxes due to which it is suffering huge loses.

He said NDPL and DJB have a database of all the connections which is how they augment their income

"But the corporation has no idea which household was paying taxes and which was not. We will soon start numbering each property," Nagpal said.

Last year too, the corporation had started giving unique property identification code (UPIC) to properties but the work got stuck midway due to trifurcation of Municipal Corporation of Delhi (MCD).

Of the 12 lakh codes distributed in Delhi, just nine lakh property owners had paid their property tax which means three lakh households were trying to avoid paying taxes.

Apart from North Corporation, South Corporation too is trying to consolidate UPIC numbers and increase their income.

Yogender Chandolia, chairman, standing committee said that in order to increase the income, the corporation should start regularising unauthorised construction and impose commercial rate property taxes on discoms.

"The Lieutenant Governor has ordered for regularisation of flats in planned areas in 2006. Implementation of the order may yield Rs 1,000 crores," he said.

Apart from this, the North Corporation would also conduct a survey of its vacant plots in order to set up commercial establishments there.
