Software to have social audit management feature

The Orissa Government has plans for introducing a comprehensive automation-based unified software for monitoring of various developmental and poverty eradication schemes including MGNREGA.

The blue print of the proposed software planned by the Panchayati Raj department was presented at a high-level meeting here over the week-end, official sources said today.

The proposed software would synchronise advanced technological interventions and would be a role-based process automation system which will enhance effectiveness of the delivery of services to beneficiaries.

It will reinforce accountability, enhance transparency, strengthen internal management and provide standardised business practices across the state, they said.

Based on NREGS model, the software would provide unified frame work for management of other schemes in future also. It would provide for reporting and data entry through GPRS enabled mobile from any remote place and from the spot where a particular project is located.

The software would have facilities like social audit management, citizen's interface, beneficiary management, asset management, preparation of work plan, drawing design and estimates,training & handholding support and workflow based grievance redressal System.

For the purpose, preliminary consultations have been held with software experts. It has been decided that it will be developed on outsourcing basis and will be piloted in two districts during first six months. Target has been set to put it in service by April, 2012, sources said.
