Expressing concern at developments like the 2G scam, leading telecom operator Bharti Airtel on Thursday said it hoped that the New Telecom Policy-2011 (NTP-11) would be fair to all players and provide a level playing field.

"It is indeed regrettable and sad for all of us that a sector which has been the poster boy of the Indian reforms is under so much of cloud with some very bad news." said Bharti group's deputy CEO Akhil Gupta.

"However, the good has been done in the last year on the regulatory front. There have been very positive developments happened which have been clouded by these unfortunate developments," he added .

The telecom industry is going through rough times with the 2G scam, as the matter is being investigated by the CBI under the supervision of the Supreme Court.

Gupta said he is hoped that the new initiative taken by Telecom Minister Kapil Sibal to formulate NTP-11 will provide a level playing field and bring transparency in the sector.

"By the end of this year we would have a policy in place that should be fair for all and more important provide level playing field to all players," Gupta added.

Announcing broad contours of the policy, Sibal had recently announced that no licence would be issued bundled with spectrum and that operators would have to pay market price for additional spectrum.

Further, for the new operators the contracted amount of spectrum would be 4.4 Mhz and for the incumbent players like Bharti, Vodafone and Idea the limit would be 6.2 Mhz.

Former telecom Minister A Raja is facing accusation of giving away 2G spectrum (radio waves) to various telecom operators at a lower price, costing the exchequer a whopping presumptive loss of up to Rs 1.76 lakh crore.
