CAG slams UP for demoslishing sports complex

Mayawati regime had taken down ten-year old sports complex to accommodate memorial

The Comptroller and Auditor general has taken strong exception to the demolition of a sports complex within ten years of its construction in Gomti Nagar area here.

The Uttar Pradesh government ordered demolition of the complex and other buildings built at the cost of over Rs 32 crores for facilitating the extension of chief minister Mayawati's dream project 'Ambedkar Samajik Parivartan Shodh Sansthan', built adjacent to the structures.

"The decision of demolition of the buildings constructed at the cost of Rs. 32.98 crores within ten years of its completion without ascertaining its net present value for paving way for installing statues of legendary personalities at the sansthan was improper," the CAG report of 2009 released yesterday stated.

The UP government formulated a policy stipulating that the structures built by different departments could be demolished under recommendations of a technical committee after ascertaining the Net Present Value (NPV), it said.

But in this case, the committee contrary to its earlier decision recommended demolition of the complex as it was not integrating with the new project for installing statues of legendary personalities at the Sansthan and its height was obstructing the view of the new structures.

The government issued the demolition orders to Lucknow Development Authority and it dismantled it in May 2008 incurring an expenditure of Rs 1.74 crores, it added.

The report stated that demolition of major structures built at huge capital cost on pretext of changed requirements indicated lack of proper planning.
