A Delhi court on Tuesday allowed the enforcement directorate (ED) to interrogate former CWG organising committee treasurer M Jayachandran to ascertain violation of foreign exchange laws in award of the contract for installing the timing, scoring and result system for the 2010 event to a Swiss firm.

Jayachandran was arrested earlier for his role in awarding the contract to the Swiss firm at an exorbitant cost of over Rs 141 crore, causing a loss of over Rs 95 crore to the state exchequer.

Special Judge Talwant Singh allowed ED's plea to examine and record statement of Jayachandran, who is presently in jail under judicial custody.

"I am of the view that for proper investigation of the case registered by the ED, it is necessary that accused M Jayachandran is examined and his statement is recorded. The application filed by the ED is allowed," the court said, adding that the ED would file a compliance report in this regard within a month.

In an application filed through its prosecutor Naveen Kumar Matta, ED submitted that on the basis of FIR registered by the CBI against Jayachandran, they have also registered a case and his statement is necessary for further to probe into the case.

Jaychandran is in jail since June 4 after he had surrendered a day earlier to the court which had issued a non-bailable warrant against him for his alleged involvement in the TSR scam on May 23. The court had earlier dismissed his bail plea saying he was "deeply involved" in the case.

CBI has accused Jayachandran of manipulating the minutes of organising committee's (OC) finance committee to justify the alleged forgery in the award of the TSR contract.

The ED, meanwhile, submitted the compliance report to the court regarding interrogation of former OC chairman Suresh Kalmadi, OC's joint director general (sports) A S V Prasad and OC's former director general (procurement) Surjit Lal, all accused in the TSR scam.

The ED also sought one month time for recording the statement of CWG OC former secretary general Lalit Bhanot, another accused in the case. The court allowed ED's plea and directed it to interrogate Bhanot by August 4.

The accused including Kalmadi, Bhanot, Jayachandran, Surjit Lal and Prasad are in jail after the CBI, in its charge sheet filed on May 20, had described the ex-OC chairman as a main accused in the case involving award of the contract for Rs 141 crore.

According to the charge sheet, the accused allegedly awarded the Rs 141 crore contract to the Swiss firm to install a TSR system for the games at an exorbitant cost.
