Fixed four-year tenure for cabinet secretary

Cabinet to approve the move on Thursday

The cabinet secretary shall have a fixed tenure of four years. The Civil Services rules of 1956 have been amended for this purpose, and the union cabinet is expected to approve this amendment on Thursday.

K M Chandrasekhar, the current incumbent, has completed three years, and with this rule change he shall have one more year in the post. Prospective cabinet secretaries shall hold office for four full years.

The amendment is likely to invite criticism, as the fixed tenure means senior-most officers next in queue will miss the promotion to the highest slot in the bureaucracy. Especially the 1973 IAS batch officers are the most affected with this amendment.
