Four hurdles to Telangana creation

Secret note circulated to GoM flags crucial pointers before big decision

Any decision to create a separate state of Telangana needs to consider four issues – Article 371 D of the constitution, the status of Hyderabad, sharing of water and gas resources and the question of strategic establishments, according to a note circulated among the members of the group of ministers (GoM) on Telangana.

The GoM will meet for the third time on November 7 and deliberate on the sensitive issues mentioned in the 85-page dossier. The issues are: 

1) City of Hyderabad
2) Polavaram water resources
3) Ambedkar Pranahitha Chevella Sujala Sravathi
4) Strategic establishments
5) Jalayagnam scheme
6) Article 371 D and the presidential order
7) Power resources
8) Water resources
9) Sales tax accurals by region
10) Access to Education
11) Access to medical education

Moreover, the dossier also mentions major sub-clauses for the GoM’s consideration:

* The capital of the proposed state of Telangana and of the residuary state of Andhra Pradesh
* The governor of the new state
* Representation in parliament for the new state, especially in the Rajya Sabha
* The composition of the state legislatures – legislative council and legislative assemblies, their duration, speakers and deputy speakers, rules of procedure
* The high court for the state/s
* Authorisation of expenditure
* Provisions to create corporations
* Provisions regarding the services – all-India services and other services, the state public service commission
* Distribution of water resources
* Issues related to the generation and distribution of electricity Issues
* Strategic establishments

There are 28 establishments related to defence and other strategically important establishments that are of significance for national security. Moreover, there are about 40 educational and research institutions of the central government and nine similar institutions of the state government. A decision will have to be taken about their status in the proposed scheme of things.
