PC for innovative solutions for internal security problems

The home minister also advocated a "considerable degree of autonomy" for J&K

Home Minister P Chidambaram today called for an "out of box" solution for the country's internal security problems besides advocating a "considerable degree of autonomy" in Jammu and Kashmir.

"There is a need to find out of the box solutions to meet people's aspirations and to find solutions to internal security related problems.

"There is extreme left wing movement and extreme right wing movement... We need to be innovative and inventive to douse fire and solve problems related to internal security," he said during a programme 'Securing India's Future- The Role of Young Indians' organised by Young Turks and CII here.

Chidambaram said India was a very complex and complicated country and perhaps the most pluralistic society in the world.

"...We need to multiply capacity in India to secure India's future or else we will fall behind. There are several dimensions to secure India's future. We need to be innovative in our approach," he said.

To a question whether there is a delay in decision making process, he said "Ours is an argumentative society... It frustrates me."

When asked about repealing Armed Forces Special Power Act in Jammu and Kashmir, he said "Prime Minister has publicly said that AFSPA should be repealed. We are debating it for over an year. Many civic societies have also advocated the same view. The prime Minister has publicly said that it should be repealed. I don't think that lengthy debate can be a solution.

"...There is a widespread feeling that we are not addressing the situation politically. There have been several attempt to come to some sort of conclusion. The problem in Kashmir is a unique solution and you have to find a unique solution that is to address considerable degree of autonomy," he said.

Expressing his concern over the problem of Maoistism, he said "I am very worried. We have not allowed armed liberalisation to succeed. I am opposed to it. Overwhelming majority of people in this country are opposed to it.

"Their (Maoists) declared objective is to overthrow Parliament through armed struggle... All we say is to abjure violence... At the moment we are not willing to do so (peace talk)," the Minister said.

"For last 10 months, the States have got confidence to engage Maoists with the support of central security forces.

Though there have been some casualties. They are engaging them.

"Though there have been some setbacks. There have been more attacks on infrastructure as compared to last year. But there has been less casualty...There is no innovative solution. we have to address it at two level -- development and another law and order. We are addressing at both the fronts," he said.
