Alleging that the Andhra Pradesh government has failed to create a congenial atmosphere for talks on the strike notice served by them, the Telangana employees on Thursday refused to accept the invitation for dialogue.

The government has not taken steps on the demands of Telangana employees for withdrawal of police forces deployed in government offices and to withdraw the Essential Services Maintenance Act (ESMA) for creating a congenial atmosphere, K Swami Goud, Leader of Telangana Non-Gazetted Officers Association, told reporters in Hyderabad on Thursday.

He was speaking after a meeting of the Telangana Employees Unions on the state government's invitation to them to come for talks today.

"Instead of establishing a friendly atmosphere for talks, the state government has brought one more department under ESMA yesterday and did not withdraw the security forces posted in the offices," he charged.

Telangana employees can't attend talks with government without a congenial atmosphere being setup, Goud said.

The Cabinet sub-committee on employees issues on Wednesday invited Telangana Employees for a dialogue to discuss the notice served by them to go on strike from August 17.

The sub-committee justified the deployment of security personnel at offices on the ground that it is necessary for maintenance of law and order and that the security personnel would not trouble any body. The Sub-committee also said ESMA leads to be invoked in public interest and not to trouble the employees

Asked about the appeal to employees to postpone their strike in view of the Ramzan and Vinayakachavati festivals, Swamy Goud said that Telangna employees would go by any decision taken by the Telangana Political Joint Action Committee (JAC).The Telangana employees unions are part of the JAC.

The Telangana Employeees unions had boycotted the talks with state government on August 5 demanding withdrawl of security personnel from offices and also ESMA.
