MPs must deliver better citizen laws in time

Be it a poem, portrait, play or any law making process in a Parliament, every artist gives every creation a name. There is no artist like a mother, who gives birth to a child but gives the child the father's name. Both parliamentarians and Team Anna are on the same platform as competitive artists who wish to surrogate and articulate Lokpal bill.

Lalu Yadav who was fielded in parliament by Congress to bat in favour of “No clear bill against corruption” cleared the intention of the government. Why the changed Lokpal was put in Parliament winter session in a great hurry? Without CBI Lokpal shall be toothless. Why this bill draft is worst and instead of punishing it protects the criminals as pointed by Team Anna including their worst critiques? It is unfortunate that the politicians sitting in parliament are either in a mischief mode or in a state of fear. Government  is declaring that they are ready with a strong Lokpal but media puts it as a “false pregnancy”. Fear is to loose the power of being the Masters of India. Why can't MPs replace this power button by a collective ownership of works shaped by sensible & holistic participation of all concerned stakeholders. This means no 'Public servant format' but a collective master’s responsibility.

Transformation of life from seed to fruit remains the collective responsibility. To convert a seed to fruit in a civilised society a production team works with a clear role. Here a law is required to shape up the team work. To distribute the fruit & the inclusive wealth an effective and justified law is required. Collective wisdom of the team works in association with the several micro factors. Credit finally comes to the artist or the leader who need to initiate fair wealth distribution. The whole cycle punctuated by ‘Give & Take Life Relationship’ is controlled by Parliament technically named as Factory of Law Making.This is monitored by People empowered with right to vote in five years and no decision taking powers. Beneficiary remains the 99% people with Industrial-Agriculture life style with unequal distribution of fruits at the site of production and consumption.

India's work for simple survival format needs to be understood and revisited. If Politicians dismiss any debate on ‘No Work No Pay’ then they must redefine their role as Nagar Sevaks. Politicians as a role model must understand that they run a factory called factory of 'tongue & talks' coordinated by eyes, ears and brain experience. This engagement driven by consultative mechanism makes safe laws based on grassroots experiences. Indian Parliament runs this work culture for 100 odd days every year at the cost of approx. Rs.2 crore /day. So the time and money invested till date by India in past 43 years on Lok Pal debate comes to 43x2cr.x100=Rs.8600 crore.approx.

Law making work in a Parliament is a great travel trip with no Map. If strong senate in America wants to clean its dirty mess of unemployment then FDI is suddenly pushed & protested in spite of more than 51 Bills parked in a Queue to be cleared. Management in Parliament is not organised and its players called Politicians love to keep it in mess. Politicians are not connected to People at their work sites. After 100 days of Parliament work in a year divided in various sessions the elected Nagar Sevaks are expected to spend some quality time in their own constituency. Here the leaders can learn about the man-machine work culture, difficulties in daily work & can audit local output. The elected leaders need not require a university degree to understand development and speedbreakers in any Industrial and an Agriculture driven fields. Safety, Hygiene, Democracy, Health, Environment are all interrelated. This can be seen and correctly shaped only in Public Work sites. Parliamentarians instead decide to travel overseas on Health Holidays for their own personnel medical surgeries or on an official excuse to understand the laws and work culture of different countries. The laws if delivered in time and if applied correctly can encourage more & more people with less conflicts with less Public Protests. Politicians at large must stop nursing the governance of Corporate and should finish their promises made to 99%People in time. If there is a crisis in King Fisher Airlines and funds are required the PM is available for support but otherwise on corruption and several other issues PM decides to remain silent.

The chain of survival and governance is simple. It is P2P (People to Politicians) Relationship that needs a social audit and change. Mechanism that delivers safe laws and safe work culture for production and consumption of materials and thoughts needs to be fine tuned fast. Perhaps after Radia Tapes and Wikki Leaks everyone knows it is difficult to cater to people’s expectations. Without any real change in delivery system you cannot fool people again and again. Government as a holy cow appears to kick hard and has stopped giving milk and safe laws. Lok Pal Bill since past 43 years stands teasing and helpless people as voters wait for next elections. Till then the search for the holy cow that produces sensible laws shall continue.

Rural Indian has globally championed Hunger and Farmer Suicides. Bad Governance = Globalisation of 1% without justified rules. Parliamentarians continue to be the worst enemy of 99% people with no time management and no sensible law delivery in time. It fails to help bring more people to in the correct Economics. How shall it help in correcting law making process ? Law enforcing institutions like Police, CBI and Judiciary follow the orders of Parliamentarians. All these institutions need reforms. Parliament work needs a reform to ensure democracy and a correct chain of survival. If a politician is slapped then Privilege Motion taken by Parliament for combating protest is amazing. The person is put in jail. However when a common man is slapped then leaders fail to act.Police, parliament and judiciary all pop up excuses. Hope 2012 witnesses a New India.
