Holds meeting with top bureaucrats with 60-point agenda of governance

Mopping up Rs 73,000 crore in revenue to promote all-round growth of Uttar Pradesh is one of most crucial items on chief minister Akhilesh Yadav’s agenda. The first-time chief minister outlined his agenda in a recent meeting with the state's top bureaucrats, according to sources.

This is probably an indication that the young CM is focusing on the 2014 general elections without wasting time, eyeing a larger role in national politics.

The agenda circulated to the top officials included 60-odd points, prepared by UP chief secretary Javed Usmani, which covered issues ranging from animal husbandry and horticulture to technological revolution and biological technology, not to mention health care. Yet the focus of the meeting was to make a determined attempt to turn the state around and make it a vibrant growth hub, say some of the officials who participated in the meeting.

For instance, Yadav laid equal emphasis on rural and urban growth by outlining separate plans. If Agra is expected to get its international airport under the envisaged plan, the rural parts of the state would be integrated with the urban centre through effective communication and infrastructure facilities.

The sources say Yadav asked the bureaucrats to improve implementation of all central schemes and plug all the leakages. He also asked them to immediately start working on restructuring the governance model of the state.

Some of those who attended that meeting say Yadav told them that people’s expectations were now high and the new regime could not afford to let them down.

Yadav, who has emerged as a youth icon, wants to make a fresh beginning and technology is very much on his agenda. For example, his agenda emphasises the role of e-governance in improving deliveries to citizens.

Yadav also asked the officials to put all their efforts in improving key sectors like power, education, health and rural development, with detailed guidelines for every sector.
