CPI(M) calls for talks in Kashmir

Asks the government to focus on dialogue with all shades of opinion and not rely on administrative measures

PTI | July 20, 2010

Expressing concern over the killing of civilians in Jammu and Kashmir, the CPI(M) today asked the government to immediately start the process of political dialogue with all shades of opinion and stop "excessive reliance" on administrative measures.

Condemning the "senseless killing" of a young man in Baramulla yesterday allegedly by security forces, the party said the government should "stop its excessive reliance on administrative measures".

In a statement, the CPI(M) Politburo said the Centre must initiate "a dialogue with all organisations representing all shades of opinion. The political process of dialogue must start without delay".

It maintained that the tragic death of a child by drowning a day earlier in "suspicious circumstances" had triggered off fresh protests leading to police firing which claimed the life of a youth.

"Only a few days earlier, the all-party meeting had called for restraint on the side of the security forces. It is most unfortunate that instead of exercising restraint in this highly emotionally charged atmosphere, such killings as that in Baramulla continue," the CPI(M) said.

It said the meeting had also sought "a credible inquiry" into the circumstances which has claimed several civilian lives in the recent past.

"But the process for such an inquiry has still not started. At the same time, there are disturbing reports of young people being harassed by security forces in different places. This must stop," the party said.

In Srinagar, CPI (M) State Secretary M Y Tarigami asked the Jammu and Kashmir government to probe into the incident and put the culprits behind bars immediately.

"The government should adhere to its commitment for protection of Human Rights. Mere assurances of zero tolerance against the human rights violations are not enough to satiate the aspirations of the people of the state," Tarigami said.

The government should immediately identify and book the culprits of such heinous crimes and constitute a credible Commission to inquire into the recent killings, he added.
