Lokpal Bill tabled in Rajya Sabha; debate begins

A bill to provide for establishment of Lokpal and Lokayuktas in states to go into corruption cases in government organisations was introduced in the Rajya Sabha today.

The Lokpal and Lokayuktas Bill,2011, already passed by lok sabha, was moved for consideration and passage in the house by minister of state for parliamentary affairs V Narayanasamy.

The minister started a discussion in the house explaining the features of the bill.

The Lokpals and Lokayuktas will enquire into allegations of corruption against certain public functionaries.

The UPA does not enjoy a majority in the upper house.

Several political parties, including certain UPA allies, are opposed to some provisions of the bill.

Respect verdict of parliament: PM tells Team Anna

Singh said that the lok sabha had passed a Lokpal bill with a substantial majority.

"The bill will be presented to the Rajya Sabha tomorrow and I hope it will be passed," he said.

Even as Anna Hazare abruptly called off his three-day fast for a strong Lokpal, his supporters attacked the government for a "weak" Lokpal Bill that was passed by the lok sabha.

Oppn forces RS adjournment over PM's absence

(PTI) A determined opposition today forced brief adjournment of Rajya Sabha demanding presence of prime minister Manmohan Singh during the debate on Lokpal Bill, which was moved in the House on the last day of the winter session.

Immediately after minister of state for parliamentary affairs V Narayanasamy moved for consideration the Lokpal and Lokayuktas Bill, 2011, BJP members were on their feet asking where the Prime Minister, who is also the leader of the house, was.

Despite repeated assurances by chairman Hamid Ansari that the prime minister was on his way to the House, the opposition members did not relent charging that the government is "not interested".

Ansari wanted that the leader of the opposition Arun Jaitley should initiate the debate. But as the din continued, he adjourned the house for 10 minutes.

The proceedings resumed only after the Prime Minister reached the House and Jaitley began his speech.

Trinamool sticks to demand for deletion of Lokayukta provision

(PTI) As government scrambles for numbers to pass Lokpal Bill in Rajya Sabha, ally Trinamool Congress today mounted pressure on it by insisting that it will move amendment to delete the provision for setting up Lokayuktas at the state level.

Trinamool Congress, which has six members in the Rajya Sabha, said they will "strongly" oppose the provision and want the deletion of Part III of The Lokpal and Lokayukta Bill, 2011 which deals with setting up of Lokayuktas at state level.

"We have already submitted our amendments. We are going to press for it," Mukul Roy, Trinamool leader and Minister of State for Shipping, told reporters here.

The bill passed by Lok Sabha two days ago has provisions for setting up of Lokayuktas in the states with the consent of state governments.

Asked whether the six party MPs will vote against the bill, he said the question does not arise as of now.

"After the discussions and after amendments are over, the question of voting will arise. But till now, Trinamool is firm in its opinion that Part III of the bill be deleted from the original bill," Roy said.

"We are just pressing for the deletion of Lokayukta part, We have no problem with Lokpal part," he said, adding they are in favour of Lokayuktas but it should be done by states and not the Centre.

He said he and other party leaders have spoken to Finance Minister Pranab Mukherjee to sort out the issue.
