MP quota in KV admissions restored

MPs can now nominate two students every year at a Kendriya Vidyalaya again

Members of Parliament will again be able to nominate two students for admission in Kendriya Vidyalayas every year, human resource development minister Kapil Sibal informed the Rajya Sabha today.

"I held an urgent meeting with Kendriya Vidyalaya Sangathan yesterday and we have decided to restore the provision," Sibal said during Question Hour.

Amid applause from the entire House, Sibal said each MP can make two nominations.

There are 977 KVs in the country and MPs had the provision of nominating two students for admission in the KVs in every academic session, but after the Right to Education (RTE) Act came into force on April 1, 2010, the HRD ministry had scrapped it.

Sibal, however, expressed disappointment over the slow pace of implementation of the National Scheme of Incentives to Girls for Secondary Education by the Centre.

"I am a little disappointed that the scheme is not being implemented at the pace at which it should have been done.

More proposals should come from the states. Then only the Centre can give them funds," he said.

He said states are to approach the schools and collect the names of eligible girls. After that a fixed deposit account has to be opened in banks in their names.

"But, states refuse to cooperate in this long procedure.

The whole system requires a relook," Sibal said.

Under the scheme, launched in June 2008, an amount of Rs 3,000 is deposited in the name of all SC and ST girls who pass class VIII and all girls who pass class VIII exam from Kasturba Gandhi Balika Vidyalayas (irrespective of whether they belong to SC or ST categories) and enrol for class IX in government, government-aided or local body schools in the academic year 2008-09 onwards.

Rs 122.87 crore was sanctioned for grant of incentive to 4,09,580 eligible girls of 25 states for admissions in 2008-09. For admissions in 2009-10, an amount of Rs 24.94 crore has been sanctioned for 83,127 eligible girls of 11 states.
