Absenteeism, NAC membership

GN Bureau | May 8, 2010

The National Advisory Committee (NAC) roll call goes public on Monday, with the list of members being up for disclosure in the afternoon. Congress chief and NAC chairperson Sonia Gandhi worked on the list which the Cabinet secretariat will be giving its formal nod to. Sonia consulted the Prime Minister Manmohan Singh and finance minister Pranab Mukherjee before finalising the list.

From marriages to jail terms, everything seems to be getting in the way of our Parliamentarians and their actual seat in the well of the House of their membership. Absenteeism, despite strict rules, is something that some MPs are getting away with. There is a provision of loss of membership for MPS if they miss 60 sittings of the House they are members of, in a row. To avoid this, they need to write a letter of leave addressed to the presiding officer.

Some of our noted missing-from-action Parliamentarians are:

Rajya Sabha MP Dasari Narayana Rao, who is unhappy over his removal from the Council of Ministers. A sulking Rao requested the Rajya Sabha chairman to grant hime a a leave of absence on medical grounds. He got a leave of 30 days.

Balram,  chairman of committee on absense of members from the sittings of the Lok Sabha presented even more curous reasons of absence in his report to the House.

Kameshwar Baitha could not have attended the proceedings of the House for 33 days straight - unless tehywere conducted at the jail he had been lodged in for the same period.

His son's marriage got Ganjam Babar a leave of 15 days.

Yashwant Sinha was busy electioneering for 20 days for whichhe was granted leave

Shivraj Adalrao Patil applied leave for 17 days as he was  on a private visit to foreign country.

Kabir Suman (Trinamool MP who  is believed to beactively helping Maoists ) got a  20-day leave becuase he was unwell.

Balram Kashyap got a 46 days reprieve from attending the House on the grounds of being unwell.

Beleagured Jharkhand CM Shibu Soren got a 33-day leave when he was an MP as he was unwell too Shibu Soren 33 days leave as he was ill. The he sought and got another 23 days of leave taking his total up to  56.

K Chandrasekhar Rao applied for 56 days leave which the committee agreed to. He fasted in protest against the central govt demanding
Period for which leave is sought is much more
interesting. Interestingly he also was on fast demanding a seoparate Telangana during these periods.
