Will EC postpone Telangana by-polls?

Chawla-Duggal ego clash may impact decision

The Justice Srikrishna Committee may ask the Election Commission to put off 12 assemblies by-elections in Telangana region to January 2011.
Highly placed sources said the committee may require more time to elicit public view which may coincide with the electioneering in the se 2 segments. They have to submit the final report to the government by December 25, 2010. This time limit is the main reason for their seeking postponement of the by-polls to January 2011.

In New Delhi flurry of behind-the-scene activities is hectic even as the Andhra Pradesh government is against any postponement of polls. The committee members, home ministry officials and EC officials have been meeting informally to thrash out a solution.

After taking a public stand that the committee will not visit those 12 assemblies segments, a few of its members including Vinod Duggal expressed personal opinion that their visit would be useful before completion of the final report. And for this postponement of polls is necessary.

The EC is expected to discuss this plea on June 26. Such a move to push the by-poll date beyond the stipulated six months might result in a a constitutional crisis. The EC has also been in consultation with the state chief electoral officer informally to finalise two windows for polls: July 29 or August 5.

EC insiders say the poll panel is committed to hold by-polls before August 17, but a final view will be taken after discussing Duggal's informal plea in the EC full bench meeting on June 26. By that time the enumeration and publication of voters list would have been completed

interestingly, Chief Election Commissioner Navin Chawla is demitting office on July 28 and wants to complete the by-poll process in his term. Duggal, also an IAS officer, is a year senior to Chawla and they have held contrary views on several crucial issues. Thus, apart from several other factors, a personality conflict is also added to the the12 by-elections in Telangana.
