Delhi to bring more services under time-bound delivery law

Nearly 100 services will be under the e-SLA purview by the end of January

In a move to add to the list of services under the right of citizen to time bound delivery of services act, the Delhi government has planned to cover 100 services under the act by the end of this month.  On December 28, the government had notified 70 services across 22 departments under the services legislation enforced on September 15, 2011.

According to the department of information technology, the nodal agency for overseeing the e-SLA (electronic service level agreement), the disposal rate of the departments has increased while the number of pendency has gone down over a period of four months, since the implementation of the project mandated under the time bound services delivery legislation.

“By January 10, the government received 7,03,383 applications from citizens, out of which 6,92,974 applications were disposed and only 10,409 applications were pending, taking the pendency ration to 1.5percent,” Deepak Virmani, additional secretary, department of information technology, government of national capital territory of Delhi told Governance Now.     

The monitoring under e-SLA was reviewed by chief minister Sheila Dikshit at a meeting held on December 23. While appreciating the decrease in pendency of applications and increase in the number of departments integrated with e-SLA, Dikshit instructed departments to integrate further social welfare services targeted for the vulnerable and weaker sections of the NCT’s population. 

The chief minister, in the review meeting, asked the respective departments’ heads to integrate government’s flagship programmes like ‘Janani Suraksha Yojana’, ‘Mamta’ and ‘Ladli’ with eSLA.  Officials also deliberated on bringing additional services of the Delhi Police, education and social welfare department under act’s purview.

Police clearances, including verification required for getting passport and approval for use of loudspeakers in residential areas will soon be added in the e-SLA league. The delivery of educational scholarship and old age pension, too, will soon be integrated under e-SLA.

Under eSLA project, the government officials have to deliver services in a time bound fashion within the stipulated time period. If the service delivery is delayed, the concerned official is penalised with Rs10 on a per day per application and the amount is given to the citizens as compensation.
