Manipur to introduce parliamentary secretary bill

It will pave way for appointment of some Congress MLAs in the rank of minister of state

Manipur cabinet has decided to introduce Manipur Parliamentary Secretary (Appointment, Salary, Miscellaneous Provision) Bill 2012 in the state assembly to appoint some Congress MLAs as parliamentary secretaries in the rank of minister of state.

Official sources said the decision to introduce the bill was taken during the cabinet meeting last evening presided over the Chief Minister, O Ibobi Singh at his office.

The sources said the bill would be introduced in the assembly during the 12-day session beginning today.

Earlier, the cabinet had decided to issue an ordinance to enable the government appoint parliamentary secretaries but the ordinance was returned to the government by the Governor, Gurbachan Jagat as he wanted some amendments.

Sources said the amendments were provided and now it would be introduced as a bill in the house.

There was lot of discontentment among Congress MLAs who could not get ministerial berth as the state can have only 12 ministers in the 60-member state assembly, sources said.

Congress has 42 MLAs.
