Requests to stall Inauguration of AMU Mallapuram Centre

The AMU Teachers' Association (AMUTA) made a representation to the prime minister on Monday, requesting  to stall the programme of inauguration of AMU Mallapuram Centre scheduled for December 24. Here is their letter, and all the referred annexures attached in PDF.

Please refer to the various representations/letters of AMU Teachers’ Association (AMUTA) apprising you of its concern with regard to the Aligarh Muslim Centres at Murshidabad (West Bengal) and Mallappuram (Kerala), you may also be aware that a CBI inquiry is pending finalization against Prof P K Abdul Azis, present Vice Chancellor, AMU. It may be noted that in a recent decision of the Hon’ble High Court of Judicature at Delhi, the CBI is required to submit the status report on the ongoing inquiry against Prof Azis (Annexure 1).

It may further be recalled that the AMU community protested against Mr Salman Khursheed, Minister of Law and Justice, who was to share the dais with Prof Azis on the auspicious occasion of celebrations of Sir Syed Day on 17th Oct 2011. The protests resulted in huge embarrassment for the Minister in particular and the Congress Party in general since the Minister did not even enter the AMU Campus in Aligarh (Annexure 2).

The AMUTA has its reservations vis-à-vis the legality of the AMU Centres with regard to which representations have been made to the Hon’ble President of India, the Prime Minister and the Ministry of HRD. It may be noted that the Union Minister for Law & Justice, Mr. Salman Khursheed has also expressed an adverse opinion about the Centres during the course of an interview carried in the press. Additionally, litigations and contempt proceedings are pending before the Hon’ble High Court of Judicature at Allahabad.

The AMUTA would also like to apprise you that AMU (as revealed in reply to RTI application by Ministry of Environment and Forests), has not obtained mandatory environment clearance from the concerned Ministry for setting up Centre at Mallapuram. Despite this fact AMU is going ahead with inaugurating the said Centre, which is patently illegal and liable to burden it with further litigations (Annexure 3).

The AMUTA would further like to apprise you that at the Installation Ceremony of the recently elected AMU Students’ Union (AMUSU) the elected student leaders were unanimously and categorically opposed to establishment of AMU Centres on the grounds that it damages the very residential structure and cultural fabric of their alma mater. The AMUTA therefore forewarns you that any attempt to forge ahead with the Centres may lead to untoward situation on the Campus which is bound to have an adverse electoral fallout for the Congress Party in the forthcoming UP elections (Annexure 4).

It is sad that despite the above, Shri Kapil Sibal, Minister of HRD, is rushing ahead and participating in the scheduled inauguration of the AMU Malappuram Centre on 24th December 2011 (Annexure 5). The Minister cannot plead ignorance since his Ministry has issued orders vide No. F.3-12/2011-Desk (U) dated 10.08.2011 restraining Prof P K Abdul Azis, Vice Chancellor, from taking policy decisions which may have long term financial and other implications on the executive and academic functioning of the University.

AMUTA would further like to remind you that Prof Azis, VC, was indicted on financial matters on two separate inspections by the Financial Inspection Wing of the Govt of Kerala despite which the Congress Chief Minister of Kerala and other Party colleagues are enthusiastically taking part in the inaugural of the illegal AMU Centre at Malappuram not even caring for the reputation of the Congress Party. This is even more so since there are recent complaints against financial corruption and maladministration at the Mallapuram AMU Centre (Annexure 6).

The most alarming and saddest part of this whole sorry state of affairs is that this urge to share the stage with a person against whom CBI enquiry is instituted, displays a confusion about corruption at both the Central Government level and the Congress party level.

In view of the above, AMUTA requests that you may immediately intervene in the matter to stall the inauguration of the Mallapurum AMU Centre, scheduled for Dec 24, 2011.
