Bhuvan Kumar has been living a night shelter for three months now. His squatter on Bengali camp in Delhi’s Kidwai Nagar area, was demolished in the wake of commonwealth games (CWG) 2010. Bhuvan says that he and people living in neighbouring slum dwellings were given a notice of one hour to evict the area before the bulldozers razed it to ground. “None of us was able to collect all the belongings,” said Bhuvan.

On Tuesday, many Non government organizations came together as a coalition called ‘the coalition against exclusion and violation caused by the CWG’. The coalition presented a charter of demands of communities affected by the Games. The charter contains demands meant to address the needs of those like Bhuvan.

“The way slum dwellings were demolished, exposed the insensitive attitude of the government. Aap ki rasoi- Delhi government’s scheme to provide free meal to the destitute was stopped during the Games. It was shocking,” said Indu Prakash Singh, lawyer, associated with the Indo Global Service Society.

According to the data available with the coalition, more than 2.5 lakh people were rendered homeless during the Games. Most of them have not been rehabilitated.

“Out of them (homeless), people in only two localities have got the compensation. Rest of them has not got it. Around three lakh people lost their employment because of the Games. The government demolished four schools,” said Shivani Chaudhary of Housing and land rights network.

The coalition demanded a discussion on the fact that Rs 678. 91 crore was diverted from the special component plan (meant for the scheduled castes and scheduled tribes) was diverted to Games related projects.

The demands made in the charter include immediate and just compensation to all those affected due to the Games; a clear legacy plan for the CWG explaining how the infrastructure created for the Games will be used; immediate return of Rs 678.91 crore diverted from the special component plan; investigation of human rights violation by the agencies and taking action against those found guilty.
