Bihar Deputy Chief Minister S K Modi today urged Governor Devanand Konwar to give his assent to 14 new bills adopted by the state legislature, specially four finance bills without delay as the state was facing the threat of losing performance grants of Rs 209 crore from the Centre.

It was also preventing the state government from realising profession tax worth Rs 100 crore, Modi told reporters here.

Besides decisions on setting up ombudsman for keeping watch on the function of representatives and officials of local bodies and constitution of property tax board, preconditions for receiving performance grants from the Centre were hanging in balance because of the delay in clearing the bills, he said.

Stating that the finance bills had been given the go-ahead by the governor before being tabled in the assembly, Modi said the government had failed to comprehend the inordinate delay in giving assent to the bills.

The four finance bills are - Bihar Municipality (Amendment) Bill 2011, Bihar Panchayat Raj Amendment Bill 2011, Integrated Checkpost Authority Bill 2011 and Bihar Profession, Trade, Livelihood and Employment Tax Bill 2011,

Among other bills which are awaiting assent are Bihar Administrative Tribunal Bill 2011, Bihar State University Commission Bill 2011, Bihar State School Teacher and Employee Grievances Redressal Tribunal Bill 2011 and Bihar University and Patna University (Amendment) Bill 2011 and Value Added (Amendment) Bill 2011.

He said the NDA MPs would rake up the issue related to Sarkaria Commission on centre-states relations during the coming monsoon session of Parliament.
