Stepping up his attack against RJD chief Lalu Prasad for allegedly violating the model code of conduct, chief minister Nitish Kumar today called him a "habitual lawbreaker and offender" who would "never improve".

"He acts like that, speaks like that, he is a habitual lawbreaker and offender and enjoys breaking laws and rules," Kumar told reporters after casting his vote here, about 55 km from Patna.

He was commenting on FIRs being registered against the RJD chief and his wife and former chief minister Rabri Devi, for taking their security personnel along with them while casting their vote at a booth in Patna.

"Breaking the law is not a matter of bravery, but there are persons who are in the habit of doing so as they enjoy it," he said. 

Holding that Prasad would "never improve," Kumar said, "Everybody should follow rules. There are personnel available at booths to guide voters on what to do and what not to do."

FIRs were today registered against RJD chief Lalu Prasad and his wife Rabri Devi for allegedly violating the model code of conduct by taking their security guards inside a booth of the Digha assembly constituency here to cast votes in the Bihar assembly polls.

The FIRs for violating the model code of conduct were registered by Digha block development officer Ashok Kumar at the Patna airport police station against Prasad and Rabri Devi.

The returning officer for the Digha Assembly constituency Maqsood Alam told PTI that according to the rules, a VIP was not allowed to take bodyguards or commandos within a radius of 100 metre of a booth.

Earlier, Prasad and Rabri Devi along with son Tejpratap and daughter Ragini drove to booth No. 18 at the Veterinary College here and entered with the security personnel in tow.

After casting his vote, Prasad left for campaigning.
