RTE Act will be fully operational by 2013: Purandeswari

Few states like Andhra Pradesh have framed norms for the act

Union Minister of State for Human Resources Development D Purandeswari today said the Right to Education Act (RTE) would be fully operational by 2013.

The states have to frame norms for the implementation of the Act and already a few states like Andhra Pradesh have framed norms, she told reporters on the sidelines of a function here.

She said that as per the RTE Act, the Union government and states have to share the expenditure at a ratio of 65:35 to implement the act, but a few states have expressed their inability to meet their share.

The issue will be settled as early as possible by the Union government, she added.

Some educational institutions have raised objection over the provision of 25 percent reservations in seats for the economically backward category as per the Act, the Minister said. But the Centre is firm on implementing the Act without any modifications, she added.
