Why is it so important to bring prime minister under Lokpal’s scanner?

The civil society groups reasoned for bringing the PM under the ambit of the Lokpal saying that such a move does not render the PM "dysfunctional".

The members of civil society groups said, “At any time, the prime minister holds many portfolios. Does it mean that all those ministries would also be out of Lokpal? If the prime minister were out of Lokpal, is it not possible that he becomes the conduit for collecting money on behalf of other ministers?”

The report also alleged that by keeping PM out of the ambit of Lokpal bill, the government is informally and effectively amending the constitution.

The civil society groups brought out clarifications on the recent doubts coming in the public on several issues. Here are some questions on which the Jan Lokpal bill cleared doubts.

1.    Why Prime Minister should be covered under Lokpal?

2.    Should judiciary be brought under the purview of jan Lokpal Bill?

3.    Should MPs be covered under Lokpal?

4.    Should Lokpal deal with only higher level corruption?

5.    What kind of model should Lokpal be?

6.    Should Lokpal have powers to impose departmental penalties?

7.    Why should CBI be merged into Lokpal?

8.    Jan Lokpal Bill – A “Frankenstein” monster?

9.    How to ensure that there is no corruption within Lokpal?
