Orphanage sexual abuse: Govt administrator to report in a week

Court orders orphanage authority to explain why it should not be closed down

The Delhi high court has asked the Delhi government-appointed administrator probing the Arya orphanage sexual abuse case to submit an investigation report within a week.

A division bench comprising chief justice A K Sikri and justice Rajiv Sahai Endlaw asked P P Dhal, former joint director at the state women and child welfare department to look into the isssue and report.

The court asked the president of trust running the orphanage, V P Choudhary, to look “seriously” into the allegations and take corrective measures, if anything was found wrong, as it would go into the "larger issue" of registration of orphanages in the capital.

The court has given three weeks time to the orphanage to respond on the matter of registration, or show cause as to why they should not be closed.

A lawyer by profession, Choudhary is fighting the case himself. He questioned the appointment of an administrator, saying there was no provision under the law for it.

He also said that no such complaint has been filed in the 90 years of the orphanage’s existence and “false media reports” — published without valid proof — had tarnished the image of the institution.

Meanwhile, Dhal has ordered the management to submit a list of all children living in the orphanage and get them medically examined. The administrator has also recommended that a counselor should be engaged to speak to the children and provide them emotional and psychological support.
